ARTICLE 1 - NAME

The name of this association shall be Mississippi Public Junior and Community College Band Association

ARTICLE II - PURPOSE
It shall be the purpose of this organization to:
a. Discuss instrumental music or band policies and problems and provide performance experiences for directors and students in this area.
b. Make recommendation to the Junior/Community College Association when necessary
c. Promote the public Junior/Community College bands throughout the state and region.

ARTCLE III - MEMBERSHIP
Section 1. Membership in the MJCCBA shall be opened to directors and instructors in band from all Mississippi Public Junior/Community College that are members of the Mississippi Junior/Community College Association. Directors from non-member college may be invited to attend meetings and discussion groups of this organization for the purpose of making contributions to the public junior/community colleges and/or for receiving information from the association. However, they shall not be permitted to vote or hold regular membership in the Association.
 
Section 2. Participation in all performance activities of this association shall be limited to member institutions.

ARTCLE IV - RULES & GUIDELINES
Each member will adhere to the rules and guidelines established by the Mississippi Junior/Community College Athletic Association.

ARTICLE V - OFFICERS
Section 1. The elected officers of the MJCCBA shall be: President, Vice-President, and Secretary
 
Section 2. Term of office for all elected officers shall be for one year. Officers will advance one post each year. The Vice-President will become President, the Secretary will become Vice-President, and a new Secretary will be elected each year.
 
Section 3. The elected officers will assume responsibility of their offices at All-State Band in the Spring of each year.

ARTICLE VI - DUTIES OF THE OFFICERS
Section 1. The express duties of the President shall be as follows:
a. To preside at all meetings of the MJCCBA.
b. To fill and appoint all vacancies that may occur among the officers, committees, and the Executive Committee.

c. To appoint all committees

d. To serve as an ex-officio member of all committees
e. To present recommendation from this association to the MJCCAA
f. To be the liaison between the MJCCBA and the MJCCAA
g. To secure a location and clinician for the All-State Band.
 
Section 2. The express duties of the Vice-President shall be as follows:
a. To preside at the meetings in absence of the President.
b. To discharge the duties of the President until a President can be elected upon the inability of the President to discharge said duties.
c. To secure housing accommodations for the All-State Band.
 
Section 3. The express duties of the Secretary-Treasurer shall be as follows:
a. To record the minutes of all business meetings of the Association and of all meeting of the Executive Committee.
b. To distribute copies of proceedings to all members of the Association.

ARTICLE VII - MEETINGS
Section 1. Meetings of the Association shall be as follows:
a. Regular meetings will be held in September at a central location, December at the MBDA State Band Clinic, and in the Spring at the MJCCBA All-State Band.
 
b. Other meetings may be arranged for and called at the discretion of the Executive Committee.

ARTICLE VIII - ELECTIONS
Section 1. The elections shall be held at the Spring meeting of each year.
 
Section 2. Nominations of officers shall be made from the floor of the general membership.
 
Section3. Manner of voting: Voting will be by ballot or by a show hands as determined by the President.
 
Section 4. The elected officers will represent the three geographical divisions of North, Central, and south. When an officer rotates out, the newly elected officer will be nominated from that division.

Section 4 . After leaving office, no person shall serve another term for a period of three years. (AmendedFeb 10, 2006)
 
Section 5. No college currently holding a seat on the Executive Committee shall have a representative elected to office. The Executive Committee includes the Past-President, President, Vice President, and Secretary as defined in Article IX, Section 1. (Added Feb. 10, 2006)

ARTICLE IX - EXECUTIVE COMMITTEE
Section 1. Composition - The Executive Committee shall consist of the elected officers and the Past President of the Association.
 
Section 2. Duties - The Executive Committee shall:
a. Plan the program of the Association
b. Address any concerns brought before the committee before
presentation to the general membership.

ARTICLE X - COMMITTEES
Section 1. The President of the Association shall appoint all committees as
needed.

ARTICLE XI - ALL-STATE BAND
Section 1. The MJCCBA will host an All-State Band in the Spring of each year. The location of the All-State Band will rotate among the Universities in Mississippi in conjunction with said universities honor band.

ARTICLE XII - AMENDMENTS
Section 1. This constitution may be amended by a two-thirds majority of the
voting member present at the annual meeting.
 
Section 2. All amendments and resolutions may be submitted to the Executive Committee in writing at a minimum of 30 days prior to the meeting of the Association.

ARTICLE XIII - RATIFICATION
Section 1. A two-thirds majority vote of all eligible members present and voting will be required to ratify this document.
